The Northern Province Administration has officially launched the Northern Province Service Delivery Charter, reaffirming Government’s commitment to efficient, transparent and citizen-centred public service delivery during the Second Quarter 2026 Provincial Development Coordinating Committee (PDCC) meeting held in Kasama.
Officially opening the meeting, Acting Permanent Secretary Ms. Beauty Undi-Phiri said the Service Delivery Charter establishes clear standards for public service, promotes accountability, professionalism and transparency, and provides mechanisms for addressing public complaints to strengthen trust between Government and citizens.
She said Government has continued to make significant progress under the Eighth National Development Plan, highlighting the restructuring of over 90 percent of Zambia’s public debt and the increase in Constituency Development Fund (CDF) allocations from K1.6 million to over K40 million per constituency. She added that Northern Province’s constituencies have increased from 13 to 19 following the delimitation exercise, resulting in an expected allocation of more than K760 million in CDF for 2027.
Ms. Undi-Phiri further noted that the increased CDF has enabled local authorities to procure earth-moving equipment worth over K171 million, improving feeder roads, rural connectivity and access to markets. She also cited progress in health, education and agriculture, including increased maize production and expanded social protection programmes.
The Acting Permanent Secretary urged stakeholders to actively participate in developing the Ninth National Development Plan and called on citizens to maintain peace and exercise their democratic rights responsibly as the country prepares for the 13 August 2026 General Elections.
