The Director Engineering

The Directorate is headed by a Director who is responsible for the sections/units that fall under the department. The Eight (8) Units that fall under the department are the Electrical Engineering Unit, Mechanical Engineering Unit, Architectural Unit, Quantity Survey Unit, Civil Engineering  Unit, Parks and Garden Unit, Rural Water Supply and Sanitation Unit and the Fire Rescue Services Unit.

Electrical Engineering Unit

The Unit is headed by an Electrical Engineer and is responsible for installation and maintenance of electrical systems, street and traffic lights; and provision of other electrical services.

The Unit performs the following specific functions:

·       Install and maintain street and traffic lights in order to improve security and safety on the road;

·       Facilitate the provision of electricity services in the District;

·       Prepare Electrical designs in order to meet client requirements and ensure adherence to standards, specifications, statutory and design requirements; and

·       Provide electricity services and maintain electrical systems.

 Mechanical Engineering Unit

The Unit headed is headed by a Mechanical Engineer and is responsible for providing mechanical services in order to enhance Council operations.

The Unit performs the following specific functions:

·       Prepare pontoon, motor vehicle, plant and equipment maintenance plans in order to ensure compliance to prescribed maintenance requirements;

·       Undertake servicing and repair of pontoon, motor vehicles, plant and equipment; Provide equipment leasing services in order to generate income;

·       Rehabilitation, construction, upgrading and maintenance of dredging canals, ports and harbours;

·       Develop and review standards and procedures for the workshop operations;

·       Generate estimates for lease of equipment and motor vehicle repairs in order to facilitate the preparation of quotations; and

·       Maintain a database of maintenance and repair works

·       Provide Pontoon crossing services in order to facilitate movement of vehicles, goods and people across water bodies;

·       Provide logistical support services to pontoon stations;

·       Undertake servicing and repair of pontoons;

·       Sensitise the public on pontoon safety;

·       Implement safety standards and procedures for pontoon operations;

·       Maintain Pontoon records in order to ease storage, reference and retrieval of

·       information; and

·       Collect pontoon user fees in order to generate revenue

 Architectural Unit

The Unit is headed by a Chief Architect and is responsible for preparation of architectural designs and working drawings. It shall also supervise, administer and manage contracts for the construction of public buildings in order to provide quality infrastructure.

The Unit performs the following specific functions:

·       Prepare architectural designs in order to meet client requirements and ensure adherence to standards, specifications, statutory and design requirements;

·       Produce working drawings in order to facilitate tender documentation and construction;

·       Supervise the construction of public buildings in order to ensure adherence to set standards and safety; and

·       Administer and manage construction contracts in order to ensure adherence to contractual obligations.

Quantity Survey Unit

The Unit is headed by a Chief Quantity Surveyor and is responsible for the preparation of Bills of Quantities, forms for tender, estimates of cost, schedules of works and administration of contracts in order to control costs and facilitate the construction of public buildings and properties.

The Unit performs the following specific functions:

·       Prepare estimates in order to determine the approximate cost of a given project;

·       Prepare Bills of Quantities and forms of tender in order to quantify construction works and facilitate tendering; and

·       Monitor and evaluate the costs associated with implementation of building projects in order to provide information for decision making.

Civil Engineering Unit

The Unit is headed by a Civil Engineer and is responsible for the design, construction and maintenance of roads and drainages.

The unit performs the following specific functions:

·       Facilitate the design of roads, drainages and other related road infrastructure;

·       Construction and maintenance of roads and drainages; and District airports, aerodromes and airstrips; and

·       Facilitate the procurement of roads, drainage and related projects

Parks and Gardens Unit

 The Unit is headed by the Parks Manager is responsible for the management of parks, gardens and open spaces in order to ensure a green environment and beautify the District.

The Unit performs the following specific functions:

·       Manage parks, gardens and open spaces in order to ensure a green environment and beautify the District;

·       Develop parks and gardens in order to beautify the District; and

·       Undertake landscaping and horticultural services in public spaces

Rural Water and Sanitation Unit

The Unit is headed by a Rural Water and Sanitation Coordinator and is responsible for coordinating the provision of water supply in rural areas in order to make it available to consumers. It shall also be responsible for coordinating the provision of sanitation services in peri-urban and rural areas in order to safeguard the health of communities and the environment.

The Unit performs the following specific functions:

·       Coordinate the designs for water supply and onsite sanitation facilities in order to ensure compliance with guidelines and national standards;

·       Coordinate provision of water supply services in rural areas in order to ensure safe and clean water;

·       Coordinate operations of onsite sanitation services and private sanitation providers in rural and peri-urban areas in order to safeguard the health of communities and the environment; and

·       Facilitate the maintenance of equipment and infrastructure for provision of water supply and sanitation services in peri-urban and rural areas in order to ensure smooth operations.

Fire and Rescue Services

The Unit is responsible for the provision of firefighting and rescue services in order to safeguard lives and property.

The Unit performs the following specific functions:

·       Provide firefighting and rescue services;

·       Conduct training on firefighting and rescue services in order to build capacity and ensure effective response to emergencies;

·       Conduct research on fire and rescue services in order to generate information for decision making;

·       Inspect premises and provide advice on fire prevention;

·       Collaborate with relevant stakeholders on infrastructure design for fire safety;

·       Facilitate the repair and maintenance of the Firefighting equipment vehicles and

·       machinery.
