DEPARTMENT OF FISHERIES,LIVESTOCK AND VETERINARY SERVICES

GENERAL CORE FUNCTION
To promote sustainable development of the fisheries, livestock, and veterinary sectors through research, training, extension, policy formulation, disease control, and market development in order to enhance national food and nutrition security, income generation, and rural development.

Animal Health Section

·       Prevent, control, and eradicate livestock diseases.

·       Conduct animal disease surveillance and reporting.

·       Regulate veterinary products and services.

·       Implement vaccination campaigns and quarantine measures.

Livestock and Fisheries Research and Specialist Services

·       Conduct applied and adaptive research in livestock and aquaculture.

·       Develop and promote best practices and innovations in animal and fish production.

·       Provide specialist technical support to field officers and producers.

Veterinary and Fisheries Training

·       Manage and coordinate training institutions under the Department.

·       Develop and review training curricula in line with sectoral needs.

·       Build capacity of frontline staff and farmers through short and long courses.

Fisheries and Livestock Extension

·       Deliver extension services to farmers and fishers to promote good husbandry and sustainable practices.

·       Facilitate adoption of improved technologies.

·       Conduct farmer field schools and community-based training.

Livestock Identification and Traceability

·       Implement livestock identification systems.

·       Maintain national databases on livestock movement and ownership.

·       Support disease control and product certification through traceability systems.

Dairy Industry Development

·       Promote dairy production and value addition.

·       Regulate milk quality and safety standards.

·       Support the growth of cooperatives and small-scale dairy enterprises.

Fisheries Management and Development

·       Regulate fisheries resources and enforce fisheries legislation.

·       Develop and promote aquaculture value chains.

·       Monitor and manage fish stocks in capture fisheries.

Livestock Development

·       Promote livestock breeding, nutrition, and improved management practices.

·       Support smallholder commercialization and value chain development.

·       Facilitate private sector participation in livestock production.

Tsetse Control and Veterinary Public Health

·       Implement tsetse and trypanosomiasis control programmes.

·       Promote public health through meat inspection and hygiene regulation.

·       Manage zoonotic disease risks at human-animal interfaces.

Fisheries and Livestock Marketing and Credit Development

·       Develop marketing infrastructure and market linkages.

·       Promote access to finance for fishers and livestock farmers.

·       Facilitate the formulation and implementation of marketing policies.

Policy and Planning (Livestock and Fisheries)

·       Formulate, review, and monitor fisheries and livestock policies.

·       Coordinate sector planning, budgeting, and performance tracking.

·       Undertake policy research and stakeholder consultations.

Field Services

·       Coordinate field-level implementation of departmental programmes.

·       Provide supervisory support to district and camp extension officers.

·       Monitor project and programme performance on the ground.
